About: Morocco experiences an important migration transition in the last years. Traditionally, the country figures among the most important emigration countries in the world. Around 4 million people of Moroccan descent live outside the country, especially in Europe. Over the last years however, Morocco has gradually become a destination for migrants and refugees from sub-Saharan-Africa and the Middle East. There are furthermore return migrants from Europe, and – to a limited extend – even immigrants from European countries due to the economic crisis. The seminar will discuss how this (recent) development influences Morocco’s self-image as an emigration country as well as the potential of development cooperation to assist Morocco during this transition process.

The debate will address the following questions: 

  • What happens if emigration countries develop to migration transit and destination countries?
  • What does this transition mean for migration stakeholders in Morocco and how can they be supported by international cooperation?
  • What role do these activities play within the German-Moroccan migration partnership and, on a broader level, in the GFMD-process?
  • What are lessons learned from other migration transition and destination countries?
  • How can Morocco serve as a role model for other migration transition countries?
